Excise Supply Chain Information Management System
The Department of Information Technology (DIT), Government of National Capital Territory of Delhi (GNCTD) was entrusted with the responsibility to come up with a comprehensive solution to prevent sale of illicit liquor in Delhi. It was decided that IT department should take up the responsibility of introducing comprehensive bar code system in Delhi for all the vendors so that there are no leakages, whatsoever and real time information is available to the excise department. It is also decided that the system should enable the department to track the source of the bottle that has caused any tragedies or mishaps and plug all the leakages.

DIT, GNCTD is keen on expanding the scope and role of e-Governance in the State. GNCTD recognizes the need of the citizens to access anytime anywhere services in an efficient, reliable and transparent manner while at the same time wishes to significantly improve the service delivery capability of the Government.

The DIT is looking for an integrated framework, which will cover all the activities involved in making the Liquor sale and distribution in Delhi more transparent and efficient.


As is study was conducted at all the Corporations, DTTDC and 3 of its Vends, DSIIDC and 3 of its vends, DCCOWSL and 3 of its Vends, DSCSCL and 3 of its Vends, Bounded Warehouses and IMFL and Country Liquor Distilleries and Excise Department.

The ‘Barcode Infrastructure for Supply Chain Management of Liquor Sale in Delhi’ has been initiated by the Excise Department with the objective to make the system more transparent, efficient, effective and accountable with the help of Information & Communication Technology (ICT).

The project covers the Excise services at Department and Corporations, Bonded Warehouses, Vends and Distilleries. It includes the interaction of Central and State with Export Permit and Import Licenses.

The Proposed Solution as suggested by the Department will be a 2D barcode for tracking of bottles using serialization methodology and will be an internet based software application that will act as the single point of communication for Department users, all other stakeholders and Citizen to view the relevant information of various functionalities based on user permissions.

Key Functional Areas of the System:
Online availability of information about Supply and Sale of liquor, Storage, Movement and Distribution along with information pertaining to the support activities such as licensing, regulation, finance and grievances would enable the decision makers at each stage to Identify embezzlement, Track movement and Streamline Distribution network. Tracking of liquor, with minimum human intervention, across the Supply chain starting from the Distillery to the Vend would help in identifying and reducing leakages and also in assessment of transit losses. Facilities to enhance the involvement of citizens through easier access to information as well as registration and tracking of grievances would increase transparency and accountability of the System. The key functional areas of the proposed system for Excise Department and Corporations are as mentioned below.

  • Enforce and regulate the liquor trade in Delhi without promoting it.
  • Mobilize revenue generation under the 3 heads of taxation that it administers
  • Operating infrastructures and effective communication systems
  • Integrated information system network with an inbuilt facility to collect revenue electronically from liquor vending, corporations, hotels and liquor shops
  • Integration with the banks for electronic transfer of payments
  • Automation of the issue of Transport Permits, import permits, No Objection Certificates to obviate the necessity of department.
